Most approaches in the Disability field plan to integrate users.
- Evaluations of users are not all alike.
The existing approaches differ very much from each other. They range from the integration of users as a group which is asked (besides experts, parents etc.) to models in which users are the ruling group concerning development as well as implementation.
- Not everything counts as an evaluation.
There are different approaches which involve users by some means or other and which aim at developing or ensuring the quality of services. But only few of them confront the professional and qualitative evaluation requirements; they have for example unsatisfactory pre test stages regarding their complexity. There are for instance only few models in which people with learning difficulties and disabilities are comprehensively trained for their role as evaluators or interviewers.
Geert Freyhof from Inclusion Europe, author of the analysis report, concludes that the different existing approaches "have to undergo significant further development and change to reach the standards of user involvement in quality evaluation that have been reached by the Nueva system."
